The Building Automation and Control Systems (BACS) French decree published on 21 July 2020 is planning the fitting of automation and control systems in tertiary buildings by January, 1st, 2025. This will ensure the fulfilment of the energy efficiency requirements defined by the tertiary decree.
This BACS decree, therefore, confirms France’s ambition to make its building stock carbon neutral.
The objectives for reducing energy consumption are identical to those pursued by the tertiary decree, i.e:
More than simply complying with the regulations, the adoption of automation and control systems would allow the centralisation of technical management of buildings, ensuring that all this equipment operates in the most efficient and economical way possible.
In this decree, building automation and control systems mainly concern the management of the main energy-consuming equipment.
However, the use of a water flow analysis system in the buildings should be considered in this context. The installation of this type of device is part of the technical management of the building and allows for significant water savings.
Shayp, an expert in the analysis of water flows in buildings, is thus the perfect tool to implement the decree. By offering services for collecting and analysing water consumption data, the latter is instrumentalized and transformed into an action plan to assist in maintenance decisions.

This decree involves both owners and tenants, as it targets all tertiary buildings equipped with technical equipment exceeding a nominal power of 290 kW. Technical equipment means:
An exemption may be granted to owners who present a study demonstrating that the installation of such a system, or its connection with a technical system, is not feasible with a payback period of fewer than six years.

Regulate the technical systems of your buildings by equipping them with automation and control systems. The measure will be generalised to all tertiary buildings on 1 January 2015.
